The American Chamber of Commerce, in cooperation with the Director General of the General Directorate of Customs, Mr. Besmir Beja, held its annual consultation meeting with the business community, an initiative that has become an important tradition in the institutional relationship between the two parties. These meetings have served as an effective mechanism for maintaining continuous dialogue, enabling AmCham member companies to address key challenges encountered in their interactions with the customs administration.
“We have a long-standing cooperative relationship, and I can say it has been highly effective, as over the years we have raised issues and consistently found a willingness on the part of the administration not only to respond but also to provide solutions,” said Executive Director Neritan Mullaj, emphasizing the importance of constructive dialogue with public institutions.
During his remarks, Director General Besmir Beja informed participants about the progress made in aligning Albania’s customs legislation with European Union standards and the EU acquis communautaire, as well as ongoing investments in the modernization and advancement of information technology systems. Among other developments, Mr. Beja highlighted the implementation of the transit system, noting that businesses should begin familiarizing themselves with and adapting to it, as it reflects the way customs operations function throughout the European Union.
“Customs plays a very important role, as we will be a gateway to the European Union, and the way we operate demonstrates how the country is integrating into the European market,” Mr. Beja stated.
Special attention was given to the new regulatory framework related to the functioning of the EU Single Market and the changes expected to affect trade activities in the coming years. In this context, participants also discussed the concrete benefits of the Authorized Economic Operator (AEO) status, recognized as a key instrument for trade facilitation, strengthening supply chain security, and enhancing the credibility of economic operators in their relationship with customs administrations.
Ms. Alketa Uruçi, Chair of AmCham’s Tax and Customs Committee and a long-time participant in the Chamber’s consultations with the Customs Directorate, described Customs as a functional model of public administration and highlighted dialogue as the most effective tool for resolving business challenges. Ms. Uruçi also presented a summary of the key issues raised by member companies through the Committee’s work.
The purpose of these discussions was to identify practical solutions that contribute to improving the business environment, increasing transparency and efficiency in customs procedures, and strengthening the partnership between the public and private sectors.
The American Chamber of Commerce and the General Directorate of Customs will continue their institutional cooperation to ensure the timely resolution of issues raised by the AmCham business community.
