Ne jemi t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr potencialin e vendit p\u00ebr biznes dhe investime t\u00eb huaja, p\u00ebr shkak t\u00eb vendndodhjes strategjike, burimeve natyrore dhe fuqis\u00eb pun\u00ebtore t\u00eb talentuar. Megjithat\u00eb, an\u00ebtar\u00ebt tan\u00eb vijojn\u00eb ta rendisin klim\u00ebn e biznesit si nj\u00eb nga tri sfidat kryesore t\u00eb sip\u00ebrmarrjes n\u00eb Shqip\u00ebri dhe ne besojm\u00eb se mjedisi aktual \u00ebsht\u00eb joefektiv dhe ka nevoj\u00eb p\u00ebr p\u00ebrmir\u00ebsim t\u00eb konsideruesh\u00ebm. Si nj\u00eb vend aspirant p\u00ebr an\u00ebtar\u00ebsimin n\u00eb BE, ne i b\u00ebjm\u00eb thirrje Qeveris\u00eb Shqiptare, Parlamentit dhe Agjencive t\u00eb tjera publike p\u00ebrgjegj\u00ebse q\u00eb t\u00eb angazhohen me reforma gjith\u00ebp\u00ebrfshir\u00ebse ekonomike dhe investimesh n\u00eb fushat e m\u00ebposhtme:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li>Miratimi i nj\u00eb <strong>Strategjie Investimi<\/strong>,udh\u00ebhequr nga nivelet m\u00eb t\u00eb larta t\u00eb Qeveris\u00eb, e cila t\u00eb p\u00ebrfshij\u00eb reduktimin e ndjesh\u00ebm t\u00eb pengesave burokratike, miratimin e nj\u00eb sistemi t\u00eb bazuar n\u00eb rregulla p\u00ebr l\u00ebshimin e lejeve dhe ngritjen e nj\u00eb sistemi nxit\u00ebs incentivash t\u00eb bazuar mbi shum\u00ebn e investimeve dhe krijimin e vendeve t\u00eb reja t\u00eb pun\u00ebs.<\/li>\n\n\n\n<li>Zbatimi i nj\u00eb pakete me q\u00ebllim luft\u00ebn <strong>Kund\u00ebr-Korrupsionit<\/strong> q\u00eb forcon p\u00ebrputhshm\u00ebrin\u00eb e masave kund\u00ebr ryshfetit me standardet e OECD-s\u00eb dhe q\u00eb siguron transparenc\u00eb n\u00eb veprimtarin\u00eb e agjencive publike. Kjo do t\u00eb rriste ndjesh\u00ebm besimin e komunitetit t\u00eb biznesit n\u00eb p\u00ebrgjith\u00ebsi dhe ve\u00e7an\u00ebrisht t\u00eb kompanive t\u00eb huaja q\u00eb investojn\u00eb n\u00eb Shqip\u00ebri.<\/li>\n\n\n\n<li>Rritja e efikasitetit dhe besueshm\u00ebris\u00eb t\u00eb sistemit t\u00eb <strong>Prokurimit Publik<\/strong>, duke miratuar Standardet e t\u00eb Dh\u00ebnave t\u00eb Hapura t\u00eb Kontraktimit (<em>Open Contracting Data Standards<\/em>) n\u00eb proceset e prokurimeve, duke eliminuar \u201cp\u00ebrjashtimet e ve\u00e7anta\u201d nga prokurimi i fondeve publike dhe duke ju dh\u00ebn\u00eb gazetar\u00ebve dhe shoq\u00ebris\u00eb civile m\u00eb shum\u00eb akses n\u00eb dosjet dhe t\u00eb dh\u00ebnat mbi procesin e prokurimeve.<\/li>\n\n\n\n<li>Krijimi i nj\u00eb procesi efektiv <strong>Konsultimi Publik<\/strong>, duke ngritur mekanizma zbatimi n\u00eb legjislacionin ekzistues dhe duke p\u00ebrfshir\u00eb n\u00eb k\u00ebt\u00eb proces edhe Vendimet e K\u00ebshillit t\u00eb Ministrave. Procesi duhet t\u00eb siguroj\u00eb transparenc\u00eb dhe p\u00ebrfshirje t\u00eb qytetar\u00ebve si edhe t\u00eb grupeve t\u00eb interesit.<\/li>\n\n\n\n<li>Modernizimi i <strong>Sistemit t\u00eb Taksave<\/strong> p\u00ebr t\u2019u p\u00ebrputhur me standardet nd\u00ebrkomb\u00ebtare t\u00eb kontabilitetit (IFRS), p\u00ebr t\u00eb reduktuar paq\u00ebndrueshm\u00ebrin\u00eb me an\u00eb t\u00eb prezantimit t\u00eb ligjeve t\u00eb reja tatimore jo m\u00eb shpesh se \u00e7do 4 vjet dhe luft\u00ebs kund\u00ebr informalitetit n\u00eb ekonomi. Kjo do t\u00eb krijoj\u00eb nj\u00eb regjim taksimi m\u00eb t\u00eb parashikuesh\u00ebm dhe m\u00eb t\u00eb q\u00ebndruesh\u00ebm, p\u00ebr t\u00eb t\u00ebrhequr investimet e huaja dhe ato vendase.<\/li>\n\n\n\n<li>Na inkurajon aktivizimi i mundsh\u00ebm i nj\u00eb <strong>K\u00ebshilli t\u00eb ri Ekonomik Komb\u00ebtar<\/strong> (KEK) dhe sugjerojm\u00eb q\u00eb ai t\u00eb vendos\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb n\u00eb fokus investimet e huaja t\u00eb drejtp\u00ebrdrejta dhe aktiviteti i tij t\u00eb p\u00ebrcaktohet n\u00eb legjislacion, si nj\u00eb institucion zyrtar n\u00ebp\u00ebrmjet nj\u00eb mekanizmi t\u00eb p\u00ebrbashk\u00ebt t\u00eb administrimit publik dhe sektorit privat. KEK-u mund t\u00eb sh\u00ebrbej\u00eb si platform\u00eb p\u00ebr dialog dhe bashk\u00ebpunim midis sektor\u00ebve publik dhe privat, p\u00ebr nxitjen e zhvillimit ekonomik dhe p\u00ebr krijimin e nj\u00eb klime m\u00eb t\u00eb favorshme investimesh.<\/li>\n<\/ol>\n\n\n\n<p>Ne besojm\u00eb se reformat e propozuara m\u00eb sip\u00ebr do t\u00eb krijojn\u00eb nj\u00eb mjedis biznesi m\u00eb t\u00eb favorsh\u00ebm n\u00eb Shqip\u00ebri, do t\u00eb t\u00ebrheqin investime t\u00eb huaja t\u00eb drejtp\u00ebrdrejta dhe do t\u00eb leht\u00ebsojn\u00eb tranzicionin e Shqip\u00ebris\u00eb n\u00eb BE dhe tregjet nd\u00ebrkomb\u00ebtare.
