Dhe kjo ka b\u00ebr\u00eb t\u00eb humbas\u00eb terren rajonal, ndaj Serbis\u00eb dhe Maqedonis\u00eb s\u00eb Veriut\u201d.&nbsp;<\/p>\n\n\n\n<p>K\u00ebshtu shprehet p\u00ebr \u201cMonitor\u201d, kreu i Dhom\u00ebs Amerikane t\u00eb Tregtis\u00eb, z. Enio Ja\u00e7o. Ai shton se, p\u00ebr ekonomin\u00eb shqiptare n\u00eb zhvillim, fenomeni i korrupsionit \u00ebsht\u00eb shnd\u00ebrruar n\u00eb nj\u00eb s\u00ebmundje t\u00eb r\u00ebnd\u00eb kronike t\u00eb lidhur me padrejt\u00ebsin\u00eb dhe pandeshm\u00ebrin\u00eb ndaj bizneseve. Kjo e ka kthyer vendin pothuajse n\u00eb nj\u00eb zon\u00eb t\u00eb pad\u00ebshiruar nga investitor\u00ebt.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>\u00c7far\u00eb e nxiti Dhom\u00ebn Amerikane t\u00eb punonte p\u00ebr Axhend\u00ebn e Investimeve?\u202f<\/strong>&nbsp;<\/p>\n\n\n\n<p>Tri arsye thelb\u00ebsore e kan\u00eb ndryshuar ndjesh\u00ebm q\u00ebndrimin e Dhom\u00ebs. S\u00eb pari, rastet n\u00eb rritje t\u00eb \u2018incidenteve\u2019 t\u00eb raportuara nga an\u00ebtar\u00ebt e Dhom\u00ebs. E kam fjal\u00ebn p\u00ebr probleme t\u00eb ndryshme me terrenin, zbatimin e ligjit dhe konkurrenc\u00ebn ku bizneset operojn\u00eb.&nbsp;<\/p>\n\n\n\n<p>Kemi v\u00ebn\u00eb re ankesa n\u00eb rritje t\u00eb k\u00ebtyre incidenteve. S\u00eb dyti, Indeksi i Biznesit, analiza kryesore vjetore q\u00eb ne kemi, ka pasuar nj\u00eb r\u00ebnie jo t\u00eb zakonshme n\u00eb dy vitet e fundit. Dhe s\u00eb treti, konfirmimi i analizave tona nga partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb. Dua t\u00eb p\u00ebrmend raporte publike dhe t\u00eb tjera si ato t\u00eb Bank\u00ebs Bot\u00ebrore, Departamentit t\u00eb Shtetit, Bashkimit Europian etj.&nbsp;<\/p>\n\n\n\n<p>P\u00ebr k\u00ebto arsye vendos\u00ebm ta \u00e7ojm\u00eb p\u00ebrpara shqet\u00ebsimin jo vet\u00ebm me nd\u00ebrgjegj\u00ebsim, por me propozime konkrete teknike p\u00ebr adresimin e situat\u00ebs. Komitetet tona teknike kan\u00eb b\u00ebr\u00eb nj\u00eb pun\u00eb t\u00eb thelluar p\u00ebr rreth 9 muaj, e cila ka krijuar \u201cAxhend\u00ebn e Investimeve\u201d.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>Ju flisni p\u00ebr nj\u00eb \u201cmend\u00ebsi\u201d t\u00eb re politikash mbi Investimet e Huaja Direkte. \u00c7far\u00eb do t\u00eb thot\u00eb kjo dhe si mund t\u00eb p\u00ebrfitoj\u00eb Shqip\u00ebria?\u202f<\/strong>&nbsp;<\/p>\n\n\n\n<p>Nj\u00eb politik\u00eb t\u00ebrheq\u00ebse mbi Investimet e Huaja \u00ebsht\u00eb \u00e7el\u00ebsi kryesor p\u00ebr tranzicionin e ekonomis\u00eb nga \u201cn\u00eb zhvillim\u201d n\u00eb \u201ckonkurruese\u201d. Historia e ekonomis\u00eb bot\u00ebrore \u00ebsht\u00eb shum\u00eb e qart\u00eb n\u00eb k\u00ebt\u00eb drejtim. Vendet q\u00eb adaptojn\u00eb politika qendrore t\u00eb mir\u00ebfillta mbi t\u00ebrheqjen e investimeve t\u00eb huaja, krijojn\u00eb mir\u00ebqenie dhe mund\u00ebsi t\u00eb shumta p\u00ebr qytetar\u00ebt e tyre, n\u00eb krahasim me ato vende q\u00eb nuk kan\u00eb politika investimesh.&nbsp;<\/p>\n\n\n\n<p>Mir\u00ebqenia p\u00ebrkthehet n\u00eb rritje ekonomike, vende t\u00eb reja dhe rritje t\u00eb ardhurash. Por \u00ebsht\u00eb gjithashtu e lidhur me p\u00ebrfitimin e teknologjive t\u00eb reja dhe modernizimin e kapaciteteve t\u00eb fuqis\u00eb s\u00eb kualifikuar punonj\u00ebse. P\u00ebr t\u00eb gjitha k\u00ebto arsye, politika e nxitjes s\u00eb investimeve \u00ebsht\u00eb shtylla nd\u00ebrlidh\u00ebse e t\u00eb gjitha rekomandimeve t\u00eb tjera q\u00eb ne kemi.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>A ka Shqip\u00ebria nj\u00eb strategji p\u00ebr t\u00eb t\u00ebrhequr Investimet e Huaja Direkte dhe si krahasohet me vendet e tjera t\u00eb Ballkanit Per\u00ebndimor?\u202f<\/strong>&nbsp;<\/p>\n\n\n\n<p>Koh\u00ebt e fundit, Shqip\u00ebria ka pasur disa arritje n\u00eb fush\u00ebn e IHD dhe partneritetet e krijuara n\u00eb zbatimin e projekteve ambicioze me kompani nd\u00ebrkomb\u00ebtare serioze. Dua t\u00eb ve\u00e7oj k\u00ebtu, projektin e Skavic\u00ebs apo t\u00eb Portit t\u00eb Vlor\u00ebs me konglomerate nd\u00ebrkomb\u00ebtare si Bechtel apo Exxon Mobile. K\u00ebto projekte, n\u00ebse p\u00ebrparojn\u00eb, do jen\u00eb dometh\u00ebn\u00ebse p\u00ebr ekonomin\u00eb shqiptare dhe jan\u00eb inkurajuese.&nbsp;<\/p>\n\n\n\n<p>Por k\u00ebto projekte kan\u00eb qen\u00eb produkt i p\u00ebrpjekjeve t\u00eb drejtp\u00ebrdrejta nga nivele t\u00eb larta qeverisje. Megjith\u00ebse iniciativa t\u00eb suksesshme, ato nuk z\u00ebvend\u00ebsojn\u00eb dot investimet organike, cil\u00ebsore q\u00eb prodhon tregu i lir\u00eb, i bazuar mbi incentiva t\u00eb pastra ekonomike t\u00eb sip\u00ebrmarr\u00ebsve privat. N\u00eb k\u00ebt\u00eb aspekt, Shqip\u00ebris\u00eb i mungon nj\u00eb strategji e mir\u00ebfillt\u00eb p\u00ebr t\u00eb t\u00ebrhequr IHD. Dhe kjo ka b\u00ebr\u00eb t\u00eb humbas\u00eb terren rajonal, ndaj Serbis\u00eb dhe Maqedonis\u00eb s\u00eb Veriut q\u00eb kan\u00eb adoptuar politika shum\u00eb m\u00eb agresive ndaj t\u00ebrheqjes s\u00eb IDH.&nbsp;<\/p>\n\n\n\n<p>Strategjit\u00eb e suksesshme n\u00eb IDH, p\u00ebrcaktojn\u00eb fillimisht sektor\u00ebt prioritar\u00eb ku vendi ka burime dhe aft\u00ebsi mbi mesataren dhe t\u00eb kombinuar me investime cil\u00ebsore dhe sasiore, krijon nj\u00eb p\u00ebrmas\u00eb t\u00eb krahasueshme n\u00eb nivel konkurrence bot\u00ebrore. (Dua t\u00eb theksoj se nuk \u00ebsht\u00eb e domosdoshme t\u00eb jesh vend i madh p\u00ebr t\u00eb pasur sektor\u00eb konkurrues).&nbsp;<\/p>\n\n\n\n<p>S\u00eb dyti, pasi sektor\u00ebt prioritar\u00eb p\u00ebrcaktohen, at\u00ebher\u00eb duhet zbuluar nj\u00eb plan transparent investimesh publike, si n\u00eb infrastruktur\u00eb, q\u00eb u paraprin investimeve private. S\u00eb treti, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb p\u00ebrcaktohen incentivat q\u00eb kompanit\u00eb private \u2013 t\u00eb brendshme apo t\u00eb huaja \u2013 do t\u00eb ken\u00eb n\u00ebse investojn\u00eb. K\u00ebto incentiva jan\u00eb t\u00eb lidhura me p\u00ebrmas\u00ebn e investimit, numrin e vendeve t\u00eb reja t\u00eb pun\u00ebs q\u00eb krijojn\u00eb, t\u00eb ardhurat n\u00eb ekonomi, taksat etj. Nj\u00eb pamje e till\u00eb e plot\u00eb sjell garanci p\u00ebr interesin q\u00eb sektori privat do ket\u00eb p\u00ebr investime n\u00eb nisma publike.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>P\u00ebrve\u00e7 strategjis\u00eb, cilat jan\u00eb rekomandimet kryesore p\u00ebr politika t\u00eb suksesshme n\u00eb t\u00ebrheqjen e k\u00ebtyre investimeve?<\/strong>&nbsp;<\/p>\n\n\n\n<p>S\u00eb pari, \u00ebsht\u00eb shkurtimi i procedurave t\u00eb zgjatura, burokratike p\u00ebr lejen e investimeve. Nj\u00eb nga p\u00ebrpar\u00ebsit\u00eb konkurruese pse Serbia dhe Maqedonia e Veriut t\u00ebrheqin n\u00eb nivele t\u00eb larta Investime t\u00eb Huaja Direkte jan\u00eb procedurat e lehta p\u00ebr lejen e investimeve.&nbsp;<\/p>\n\n\n\n<p>S\u00eb dyti, \u00ebsht\u00eb me r\u00ebnd\u00ebsi krijimi i nj\u00eb pakete progresive stimujsh p\u00ebr t\u00eb nxitur investimet e q\u00ebndrueshme p\u00ebrmes vler\u00ebsimit t\u00eb performanc\u00ebs, stimujve rregullator\u00eb, procedural\u00eb dhe financiar\u00eb.&nbsp;<\/p>\n\n\n\n<p>S\u00eb treti, shum\u00eb e r\u00ebnd\u00ebsishme p\u00ebr AmCham dhe p\u00ebr tregun shqiptar, \u00ebsht\u00eb miratimi i nj\u00eb politike me baz\u00eb rregullash t\u00eb qarta, q\u00eb dekurajon monopolet dhe p\u00ebrqendrimin e tregut. N\u00ebse tre kriteret e m\u00ebsip\u00ebrme fillojn\u00eb t\u00eb zbatohen, ndikimi do t\u00eb ishte i shpejt\u00eb.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>Jeni shprehur publikisht p\u00ebr korrupsionin, pse \u00ebsht\u00eb ky fenomen me r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb n\u00eb Dhom\u00ebn Amerikane?\u202f<\/strong>&nbsp;<\/p>\n\n\n\n<p>Praktikat korruptive jan\u00eb nj\u00eb nga shqet\u00ebsimet m\u00eb konstante t\u00eb komunitetit t\u00eb AmCham. Por, korrupsioni nuk \u00ebsht\u00eb vet\u00ebm shqet\u00ebsim i AmCham. N\u00eb t\u00eb nj\u00ebjt\u00ebn linj\u00eb, edhe perceptimi i publikut \u00ebsht\u00eb n\u00eb nivele shqet\u00ebsuese. P\u00ebr ekonomin\u00eb shqiptare n\u00eb zhvillim, fenomeni i korrupsionit \u00ebsht\u00eb shnd\u00ebrruar n\u00eb nj\u00eb s\u00ebmundje t\u00eb r\u00ebnd\u00eb kronike, t\u00eb lidhur me padrejt\u00ebsin\u00eb dhe pandershm\u00ebrin\u00eb ndaj bizneseve. Kjo e ka kthyer vendin pothuajse n\u00eb nj\u00eb zon\u00eb t\u00eb pad\u00ebshiruar nga investitor\u00ebt. Ka ardhur koha q\u00eb korrupsioni t\u00eb luftohet me rezultate konkrete n\u00eb t\u00eb gjitha deg\u00ebt e p\u00ebrhapjes s\u00eb tij nga niveli m\u00eb i vog\u00ebl i administrat\u00ebs publike n\u00eb nivelet m\u00eb t\u00eb larta qeveris\u00ebse.&nbsp;<\/p>\n\n\n\n<p>\u202f&nbsp;<\/p>\n\n\n\n<p><strong>A \u00ebsht\u00eb lufta kund\u00ebr korrupsionit p\u00ebrgjegj\u00ebsi vet\u00ebm e qeveris\u00eb dhe sistemit t\u00eb drejt\u00ebsis\u00eb? \u00c7far\u00eb kontributi mund t\u00eb ofroj\u00eb sektori privat dhe shoq\u00ebria civile?\u202f<\/strong>&nbsp;<\/p>\n\n\n\n<p>Vullneti politik ka r\u00ebnd\u00ebsi primare n\u00eb luft\u00ebn ndaj korrupsionit. Por shoq\u00ebria civile dhe biznesi kan\u00eb gjithashtu nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm. Historia e shkurt\u00ebr postkomuniste shqiptare ka nd\u00ebrtuar nj\u00eb skepticiz\u00ebm, si nga qeveria ashtu dhe nga sektori privat p\u00ebr mund\u00ebsin\u00eb e bashk\u00ebpunimit mes tyre. Strukturat e AmCham kudo n\u00eb bot\u00eb e shikojn\u00eb k\u00ebt\u00eb ndryshe. Bashk\u00ebpunimi i sektorit publik me at\u00eb privat \u00ebsht\u00eb kusht i r\u00ebnd\u00ebsish\u00ebm n\u00eb luft\u00ebn ndaj korrupsionit.&nbsp;<\/p>\n\n\n\n<p>S\u00eb pari, qeveria duhet ta konsideroj\u00eb sektorin privat si nj\u00eb aleat t\u00eb \u00e7muar n\u00eb k\u00ebt\u00eb aspekt, duke i ofruar transparenc\u00eb maksimale n\u00eb operacionet publike. Kjo do t\u00eb rriste besueshm\u00ebrin\u00eb e qeveris\u00eb ndaj luft\u00ebs kund\u00ebr korrupsionit dhe bashk\u00ebpunimin e sektorit privat ndaj identifikimit t\u00eb padrejt\u00ebsive.&nbsp;<\/p>\n\n\n\n<p>P\u00ebr shembull, inkurajimi dhe mb\u00ebshtetja (financiare) e standardeve Open Data, apo mediave t\u00eb ngjashme, si nj\u00eb standard i p\u00ebrcaktuar nd\u00ebrkomb\u00ebtar n\u00eb monitorimin e operacioneve publike do t\u00eb ishte nj\u00eb vler\u00eb e shtuar. Rritja e e-Albania nuk duhet t\u00eb shihet vet\u00ebm si sh\u00ebrbim ndaj qytetar\u00ebve (padyshim i vlefsh\u00ebm), por dhe si platform\u00eb ku dokumente publike t\u00eb agjencive publike mund t\u00eb aksesohen. Fuqizimi i instrumenteve t\u00eb till\u00eb, q\u00eb synojn\u00eb transparenc\u00ebn, do t\u00eb rriste besimin afatgjat\u00eb te menaxhimi i prokurimeve publike, uljen e keqinformimit dhe rritjen e kontributit t\u00eb shoq\u00ebris\u00eb civile.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>P\u00ebrve\u00e7 p\u00ebrfshirjes s\u00eb shoq\u00ebris\u00eb civile, cilat jan\u00eb rekomandimet tuaja ligjore n\u00eb luft\u00ebn kund\u00ebr korrupsionit?&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p>Ne sugjerojm\u00eb dy nd\u00ebrhyrje ligjore. S\u00eb pari, nj\u00eb paket\u00eb ligjore Anti-Ryshfet, e cila p\u00ebrcakton kushtet p\u00ebr nd\u00ebshkim dhe sanksione p\u00ebr raste korruptive t\u00eb qeverisjes s\u00eb m\u00ebparshme dhe k\u00ebsaj aktuale. Praktikat m\u00eb t\u00eb mira q\u00eb ne rekomandojm\u00eb \u00ebsht\u00eb p\u00ebrputhja me standardet e parashikuara n\u00eb konvent\u00ebn e OECD p\u00ebr Anti-Ryshfetin si dhe rekomandimet e Bashkimit Europian.&nbsp;<\/p>\n\n\n\n<p>Kjo do ngushtonte duksh\u00ebm hap\u00ebsir\u00ebn ligjore p\u00ebr abuzim nga punonj\u00ebs t\u00eb mes\u00ebm t\u00eb hierarkis\u00eb administrative publike, do t\u00eb dob\u00ebsonte presionin abuziv nga zyrtar\u00ebt e lart\u00eb t\u00eb korruptuar tek ata t\u00eb mes\u00ebm dhe do ta b\u00ebnte m\u00eb t\u00eb leht\u00eb identifikimin e padrejt\u00ebsis\u00eb nga organet gjyq\u00ebsore.&nbsp;<\/p>\n\n\n\n<p>Po aq me r\u00ebnd\u00ebsi p\u00ebr Dhom\u00ebn Amerikane, \u00ebsht\u00eb eliminimi \u201cP\u00ebrjashtimeve Speciale\u201d nga ligji p\u00ebr Prokurimet Publike, nj\u00eb praktik\u00eb q\u00eb l\u00eb hap\u00ebsir\u00eb p\u00ebr abuzime me risk t\u00eb lart\u00eb p\u00ebr korrupsion pasiv dhe aktiv, si dhe p\u00ebrcaktimi i kushteve t\u00eb qarta p\u00ebr prokurime speciale n\u00eb rastet e r\u00ebnd\u00ebsis\u00eb strategjike.&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>Z. Ja\u00e7o, sipas raportit, ndikimi i pandemis\u00eb dhe progresi m\u00eb i ul\u00ebt se sa pritej n\u00eb treguesit kryesor\u00eb, kan\u00eb qen\u00eb faktor\u00ebt kryesor\u00eb n\u00eb rezultatet e treguara. Sa mendoni se do t\u00eb vijojn\u00eb t\u00eb jen\u00eb faktor\u00eb edhe pas 2021?<\/strong>&nbsp;<\/p>\n\n\n\n<p>Mendoj se sfida nuk ka mbaruar dhe do t\u00eb vijoj\u00eb n\u00eb 2022, por do jet\u00eb e nj\u00eb natyre tjet\u00ebr. Adoptimi me realitetin e ri do jet\u00eb sfida m\u00eb e madhe p\u00ebr bizneset shqiptare n\u00eb nivel afatgjat\u00eb. N\u00eb nj\u00eb k\u00ebndv\u00ebshtrim t\u00eb p\u00ebrgjithsh\u00ebm simbolik, situata e bizneseve dhe klim\u00ebs ku ato operojn\u00eb, \u00ebsht\u00eb si ajo anija n\u00eb mes t\u00eb oqeanit q\u00eb p\u00ebrpiqet mes baticave dhe zbaticave t\u00eb m\u00ebdha t\u00eb gjej\u00eb vij\u00ebn e duhur t\u00eb lundrimit. Por p\u00ebr k\u00ebt\u00eb i duhet s\u00eb pari nj\u00eb busull, forca e bashk\u00ebpunimit p\u00ebr t\u2019ia dal\u00eb dhe zbatimi i koordinatave t\u00eb duhura.&nbsp;<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb sens, ne vler\u00ebsojm\u00eb qasjen bashk\u00ebpunuese t\u00eb Qeveris\u00eb me Dhom\u00ebn Amerikane dhe komunitetin e biznesit ashtu si\u00e7 vler\u00ebsojm\u00eb potencialet q\u00eb Shqip\u00ebria ka dhe mund\u00ebsit\u00eb p\u00ebr t\u2019u b\u00ebr\u00eb s\u00eb shpejti pjes\u00eb e Bashkimit Europian.&nbsp;<\/p>\n\n\n\n<p>Por n\u00ebse sfidat aktuale nuk do t\u00eb adresohen p\u00ebrmes zgjidhjesh afatgjata, ritmet e Shqip\u00ebris\u00eb p\u00ebr t\u00eb pasur nj\u00eb ekonomi konkurruese dhe t\u00ebrheq\u00ebse do t\u00eb jen\u00eb t\u00eb pamjaftueshme p\u00ebr koh\u00ebn q\u00eb po jetojm\u00eb dhe me pasoja p\u00ebr brezin e ri. Ne jemi t\u00eb prir\u00eb t\u00eb besojm\u00eb se Shqip\u00ebria i ka t\u00eb gjitha mund\u00ebsit\u00eb t\u00eb p\u00ebrparoj\u00eb n\u00eb gar\u00ebn rajonale t\u00eb investimeve dhe zhvillimit t\u00eb bizneseve. Por mendoj se \u00ebsht\u00eb koha e duhur q\u00eb Shqip\u00ebria t\u00eb nis\u00eb pun\u00ebn seriozisht p\u00ebr ta fituar k\u00ebt\u00eb gar\u00eb!&nbsp;<\/p>\n\n\n\n<p>\u202f<strong>Sipas shqet\u00ebsimeve t\u00eb bizneseve,\u202fgjetja e stafit t\u00eb kualifikuar lokal mbetet nj\u00eb sfid\u00eb e r\u00ebnd\u00ebsishme. A mendoni se kjo do t\u00eb mbetet nj\u00eb \u201cthemb\u00ebr Akili\u201d n\u00eb tregun shqiptar?<\/strong>&nbsp;<\/p>\n\n\n\n<p>Po, ne parashikojm\u00eb q\u00eb \u00e7\u00ebshtja e burimeve njer\u00ebzore t\u00eb kualifikuara do t\u00eb mbetet sfiduese p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb. Disa nga arsyet jan\u00eb globale dhe jo domosdoshm\u00ebrisht lokale.
