The\nbudget changes again, the debt increases by 116 million euros, the government’s\nreserve fund is 9-fold <\/em>Monitor.al<\/em><\/em><\/a><\/p>\n\n\n\n

The Albanian government, through a\nnormative act, changed the 2020 budget, intervening on the expenditure side and\nthe public debt limit, but not on revenues. This is the second change in a\nshort time, after the one in mid-March, dictated by the extraordinary situation\ncreated by the Covid-19 pandemic.<\/p>\n\n\n\n

The\nAssembly approves the amendments to the Criminal Code, imprisonment is\nendangered if quarantine orders are broken resulting in death – Monitor.al<\/a><\/em><\/p>\n\n\n\n

Today, the Parliament approved the\namendments to the Criminal Code, which provide for severe penalties up to\nimprisonment, if the rules and orders of quarantine are violated during periods\nof pandemics.<\/p>\n\n\n\n

The Bank of Albania believes that the pandemic has found the financial\nsystem and the banking sector in a very good financial position and this will\nenable the absorption of possible shocks from the effects that the pandemic\nwill have on the country’s economy. Given that the economy is facing increasing\ninsecurity due to COVID-19, the central bank notes that this situation has\nfound the banking sector in optimal conditions for capitalization, liquidity\nand financial health as a whole. However, the Bank of Albania in its latest\nfinancial stability report states that this situation raises many unknowns and\nbanks need to improve their capacity assessment models and resistance tests.<\/p>\n\n\n\n

The COVID-19 pandemic crisis in the second half of March did not put\npressure on increased budget spending, as payments for the first aid package\nbegan in early April. According to fiscal statistics published by the Ministry\nof Finance in March 2020, budget expenditures were 5 percent higher than in\nMarch 2019, or 1.6 billion ALL (13.4 million euros) more.<\/p>\n\n\n\n
